Open the mind of an average Ugandan and their definition of success is “a good-paying government job where I can get money by any means to buy a good car (or drive a government car) and build a fantastic home.”

This kind of mindset has created rent-seeking bureaucracy and individualism. Leaders think more about “how much will I get from xx decision?” than “how much will our economy benefit?” You have seen revelations by some NSSF executives while appearing before a parliamentary commission into allegations of mismanagement at the fund.
